Whyd this guy get all touchy on me and then when I get clingy he doesn't like?

Hes ignoring me now and its making me mad. He was all touchy on me and seemed to wanted sex. I did not so I said no. He kept contacting me and eventually I felt ok about him. So I write him back and we speak on the phone once he seemed good. Ok now I'm falling in deep love with him. Now that I like him.. hes not answering me. He was telling me to come see him for the last two weeks. So hes either leading me on (why?) or he actually does like me but is shy. or, hes restraining himself from speaking to me so to not mess up the conversation. I need the facts.
