Please help with training my young budgie!?

okey so I just bought this young budgie with I had his wings clipped a little bit so I can tame him. My budgie is like not that young but he doesnt bite me. He doesnt even try to bite me he even steps up on my finger when I put it on his chest. There are 2 problems though when I try to catch him he escapes he Please can someone tell me how to tame him to not fly OFF my finger! because he is tame because when he is close to me that isnt a problem its just when I put my hand in the cage he tries to escape from it or wont let mee catch him and wont stay in my shoulder or finger he tries to fly off but has his wings clipped! and just falls down! IT IS DRIVING ME INSANE!. So please what should I do????
