Why would a guy say this?

i only see this guy once a month we end up messing around and he acts like he likes me. i tell him i want to go further. but he tells me that hes very busy which wont allow us to see eachother often and that he thinks i should see other guys and maybe ill find what i want. why would he mess around with me then tell me that when i tell him i want a relationship? he says i derseve to be happy, and he hopes to stay friends, bla bla. if he knew i liked him, and that things werent going to get serious, whyd did he continue to do those things with me. guys, if you liked a girl a lot, wouldnt you make time for her? this guy is acting like hes the busiest in the world.
